The complete lock between Dubuque, Iowa and Grant County, Wisconsin was dewatered and refaced on both sides in one 3-month winter shutdown. The existing lock face was removed and rebar installed, then precast panels were installed as the new face.  Concrete was poured between the existing wall and the panels.  In addition, the upper and lower guidewall were resurfaced with 6-foot thick concrete.  Electrical controls and ductbank throughout the lock was also completed.
